That I can see -- the wording of the ATF letters about the Shockwave-style "firearms" is the root cause of the misapprehension.
The manufacturers don't help matters any with their black box warnings about how modifications (e.g. done in the wrong order) might be unlawful.
A letter helps but the general consensus I gather from other gun forums is that it's left ambiguous on purpose. i.e. - how many firearms do you need to sell as a private citizen before you need a full FFL license? No one knows. It's subject to individual interpretation. It also encourages private owners to "err on the side of caution".
That could be good or bad. Certainly the laws need to have some flexibility to fit individual circumstances, but it's also subject to abuse by the government.
I've got a mossberg 500 with pistol grip. I have shot it one handed many times with no problem. It's a non-issue.
