Another "no miss" option would be the Savage 110, in various flavors. (see what I did there?)

You don't have to buy new. The vast majority of my rifles have been bought used, and none had any problems. You could just circulate through various gun stores and pawn shops and see what they have. Nothing wrong with a used Remington 700, if you can find one.

You probably don't want to ante up for it, but the Steyr Scout can't be beat, really

Look at CZ as well. And Ruger, particularly lately the Ruger 77 is upgraded in barrel and trigger, it's a good value, can't hardly go wrong.

All of the above can be found in 7-08 which is very close to the .308 in ballistics.

Anyway, a .308 chambered rifle can shoot 7.62, but it would be advisable to not do that extensively. .308 is a higher pressure round, and should not be used in 7.62 chambered rifles. The manufacturer doesn’t matter when it comes to this compatibility. Winchester, Remington, Tikka, etc., if the rifle is chambered in .308, you can use 7.62 ammo.

Your description of a bolt action .308, with either a walnut or synthetic stock, makes lots of options available. Any other important criteria? Do you want iron sights on the gun? Detachable magazine? Threaded muzzle? How important are aftermarket parts and accessories?
I want a .300 Winchester Magnum and/or .300 Remington Ultra Magnum someday but my dad thinks it has way too much kick for me. I want lots of guns someday but my mom and dad wont let me buy guns. They would just let me buy this one gun for now but they prolly wont let me buy .308 either if past history is any indication. However I am willing to get a .300 Mag possibly if I can get the recoil levels down. I dont want iron sights. I just want the option to shoot 150 Grain FMJ 7.62 NATO for target practice and plinking. My dad wants me to get a .308 and that may be the only gun he lets me buy.

Edit- let me rephrase. It's going to depend on what shoots well in your rifle, and which bullet you wind up using. For example- the rule of thumb that I would use is at least 1800fps impact velocity with at least 1200ft lbs energy for large game. Give those parameters factory ammo will yield different max ranges. Sticking with a 180-ish class bullet weight as a minimum, A factory Federal round (blue box- 180 gr) gives you about 350-400yard MAX, wheras a Federal Terminal Ascent 175gr gives you about 450-500yds MAX.

My PERSONAL comfort zone using a 7mm bullet in either 7mm-mag or .280AI with a 155-160weight bullet is 400-450yds. I know I can consistently and repeatedly hit an 8" piece of steel at 400yds in all weather and wind conditions. So I set my personal max distance at 400-450yds. Does that mean I can't hit at 500yds? No, I can and do it regularly, but not 100%.
I intend to shoot deer with the 150 Grain conventional lead soft point from various manufacturers.. Idk what I would shoot elk with.

You need to move out of your parent's house worse than you need another gun.

And once you are on your own, go out of your way to buy the guns "daddy" said you shouldn't have!

I dont know what bullet I would use for elk. Personally, I prefer 1500 foot-pounds of impact energy for elk.

Personally, I would like to buy cheap 7.62 NATO 150 Grain ammo because I am dirt poor and broke as a joke and every extra dollar saved helps me. I would also shoot hogs with the FMJ ammo so thats another reason. I want cheap hog ammo if I decide to go that route. My buddy at church likes FMJ for hogs. I also want my .308/7.62 NATO to be a heavy to really heavy gun for recoil purposes. I am leaning towards .30-06 but my dad and fishing guide think the .30-06 is too big of a gun for me. Honestly I prefer .30-06 over .308 but my dad wants me to get a .308 over the .30-06. However the FMJ would only be for the hogs.
