I need to find a good place to live with young kids (7yrs and 1yrs) in the Norfolk area. I need good schools and great daycares. We are a professional couple in our 30s and would like to have people around that we have something in common with.

My favorite place to live in Norfolk is either Ghent, Larchmont, or if need a lower cost area, check out Tarrallton

I would also encourage you to expand your search to Virginia Beach and Chesapeake. If you're willing to make a short drive every day, there's a lot of safer, less expensive areas than anything in Norfolk in both of the other cities. I would agree with itsawomanthing on their recommendations for places within Norfolk. Ghent, although a little pricey, is about the best.
