Forget about comparing Norfolk to Virginia Beach. They both have the same amount of buildings. Norfolk has more high rise buildings but Virginia Beach is closing in.

I still maintain that Virginia Beach, probably after I die, will have at least twice as many high rise buildings as Norfolk if not three times as many and twice the population that it has now whereas Norfolk will probably top out at around 350,000. That isn't a popular opinion on this forum but Virginia Beach is better situated to do this because there are deeper underutilized pockets of land in Virginia Beach. But I don't think it will all be at Town Center or on the Oceanfront. There will be some surprises in store.

The best that Norfolk can do is move the Scope to Military Circle, or create another performing arts venue there. Norfolk can also disrupt the outlet mall and build high rise residential there, and that is probably needed in order to keep the retail numbers high. Go there on a regular day and you pretty much have that outlet mall to yourself. But at the end of the day Norfolk will need eminent domain to compete with Virginia Beach.

For the fear and loathing crowd; Virginia Beach will not be another Atlanta, Chicago, Nashville or whatever else you may come up with. It will be Virginia Beach. Atlanta alone has more buildings than all of Hampton Roads. Don't lose any sleep over it nothing dramatic is going to happen anytime soon. Even if Virginia Beach takes on light rail it still would not come close to people's deep seated fears.
