There are no clear answers on this one, but my impression is that true schizophrenics tend to self-medicate with cigarettes (70% smoke) and marijuana and alcohol for the most part, rather than with harder drugs, which seem too much like the anti-schizophrenia drugs they eschew. But people who do get into meth tend to exhibit behaviors of mental illness like schizophrenia fairly quickly, contributing to confusion between the two different situations.
In any case, whether that's true or not, I doubt that the situational premise OWS raised would actually happen. One incident like that and the entire program could come to a screeching halt, so I have to think the stakeholders will be monitoring what really happens. People with behavior OR hygiene issues are not going to be put on those planes with John Q. Public. There's too much at stake.
Funny, this reminded me of the worst experience I ever had with another passenger back when I was a road warrior... long flight, 100% full, and the woman seated next to me was fine until we took off, then started sobbing inconsolably for the entire trip... loud, wracking sobs... the entire trip.
