Not too much in the way of kidnapping..as it requires forethought, planning and organization...something Costa Ricans sorely lack Honestly, Ticos are quite lazy, and rely on Nicaraguans for their manual labor needs.

LOTS of petty crime where I live, leave a purse in the car, and its gone. Leave your backpack on the beach and go for a swim, it will be stolen.

For a 2 or 3 week holiday you will probably never come across any crime, but after living here, it is quite obvious. The reason stats reflect a low crime rate, is that most people robbed or ripped off don't bother reporting the crime. The local police are complexly useless, and never solve anything. To get anywhere you must report your crime to the OIJ..( next level up of law enforcement) they will at least try to recover your goods.

The drinking water is perfectly fine, we drink it right from the tap. I have never heard of tourist getting sick. The volcanic soil, rock layers filter out the sediment and leave a great tasting water. Food here is very safe...but very boring. You have 4 choices of typical Costa Rican food:
Beans and Rice
Rice and Beans
Just Beans
Just Rice.

Costa Rican beef is terrible, no taste, no flavor. We purchase imported Nicaraguan beef, half the cost and twice taste.

We're down here now and yes we've heard those "stories" too. Nothing to them from locals I've spoken with lately. Street crimes are most common along with b&e. I eat the street food and it hasn't bothered me in the two weeks since we moved here. CR children have 90% literary & graduation rate. Hardly Third World - you're thinking maybe the USA?

Forty + years ago when we were fighting against Ortega in Nica - CR had no standing Army or Navy. Their patrol boats were donated USCG cutters. No river patrols on the borders either.
