What shall we call this... the Hawai'i Factor? As I frequently say, Hawai'i is almost like another country, different from the mainland in 1,001 ways, and some of those differences are just baffling to newcomers, outside their accustomed way of thinking.

For example, the fact that each of the four counties in Hawai'i has their own DMV system, with mostly similar but slightly different rules and procedures and fees, and when you move from one island to another you have to change your registration (WTF! ) Now, who would ever guess that, coming from the mainland?

And the part about needing your bill of lading to register your car? The shipping companies tell you that you'll need it, but do people pay attention? Apparently not, based on the number of people who get stuck on that point.

Or the documentation required to get a Hawai'i Drivers license is somewhat different than most people have encountered before, although some of that is due to new Homeland Security regulations. But checking the website in advance spells out the requirements quite clearly, so showing up without everything you need is just a waste of everyone's time. So why do so many people do that, showing up without all they'll need? Apparently because they don't want to waste their time getting clear about what they need to do, because they've been though all this before so, they "know."

I checked into it again today. It seems that for these civil servants their pay stops at 4 PM and there is no overtime. It really isn't a problem with the satelite offices as it is a city problem. Anything that they do after that is unpaid. Compounding my problem is that I went in at the end of the month where the lines had been long for days.

They have tried several things to prevent the situation from signs to locking the doors etc... and there is always some problem that develops.

It is really unfortunate that this happened because it left me upset at them thinking that they didn't want to be inconvenienced when really it is a municipal problem.
