I know someone with a fear of boating and a fear of flying ...who loves Hawaii

There has to be some other way to get to the Aloha state....hypothetically then
The three w's right? Winds waves wings

Waves= boat
Wings = plane

By winds is there a way? Is there a way to not be submerged in water and not flying miles high and reach Hawaii by wind gliding on top of the water?

There's one other practical "w" for this person.
By wifi ....."internet videos of hawai'i

By wagon? No that won't work either....except I remember in Oregon trail you can cross the River by chucking the wagon ......you cross water by
1) attempt to ford the river
2) Chuck the wagon like a seal
3) wait for a ferry "but that's not gonna work that's a boat
4) wait till conditions improve

I think I got my answer. The W "wait"

1) Wings: Hawaiian Air
2) Waves: By ship
3) Winds: Hope for a strong easterly trade wind
4) Wifi: Enjoy Hawaii from youtube videos other people uploaded
5) Wait: Overcome fears and when conditions improve, try wings/water
6) Wagon: Chuck wagon like a seal

Escorted flight while heavily sedated is about the only actually possible method until they address their fear. Maybe hypnotism for it, but until they get over the fear, they're pretty much not getting here.

Yea, I'm with you. Kind of like the misuse of "literally".
