And if the top of the parking garage happens to be on the north side of the building (which is generally the case because the ideal place for the pool is the south side), the condo is SOL.

I don't think that would be an issue with our condo. We have four-story buildings and AC units are in the windows of individual units. It seems to be that panels covering the roof of the 4th floor condo (approx. 500 sq. ft. footprint) would easily be enough to provide electricity to that unit and the three units below it. (These aren't big condos; 550-900 square feet.) Also, it's in Kihei, so there's plenty of sunshine nearly every day of the year.
