I think our definitions of 'urban' may be different? The 'downtown' area is actually just the old bay front area. Three blocks long, two deep and the tallest building is two stories doesn't seem overly urban to me. There's a shopping area now where it used to be that big open field with two horses tied out in the middle of it. That is now Walmart and Ross and a few more stores. It's across the street from the Prince Kuhio mall, which isn't all that big. There are two more shopping places behind them, now, with Home DePot and Target/Safeway back there. It's still not 'urban', it's not even quite reached 'city'. It may have gotten to 'large town' by now, though.

Will it would certainly depend on how you define urban. It may not fit the "old" definition of urban but it would at least fit the "new" definition of urban.

The Kanoalehua Ave. strip malls of Kuhio Mall, Puainako and Waiakea Plaza shouldn't count as as an urban area as far as I'm concerned. We have the same thing in little ol' Pahoa, with all the same jazz, fast food joints, groceries, car repair, even lumber and such. There are thousands of people living in Pahoa's zip, over 10,000 in Pahoa and probably half of Orchidland and Paradise Park, another 10,000. It shows up as "under 1,000." Hilo has a very few tall buildings that might impress a hick.

Will if take into consideration of Hilo's urban cluster, then it would at least be urban in the sense as the Census Bureau explains it.

TPetty, this seems to be a real issue for you, especially since you are reviving a thread that is nearly a year old. Why does it matter whether Hilo is defined as urban or not?

A year ago you said that Hilo would fit the "new" definition of urban. You never explained what that meant. Did you mean the definition as used in the Planning field? Today you referred to "urban" as explained by the Census Bureau. Could you cite that explanation? And how does that apply to Hilo?
