The "failed safety check sticker" is really only good for paperwork errors. Your car will have to pass the safety check before they will register it.

For example, I bought a car without plates or registration at auction. I took it to the safety check place and got the "failed" sticker/certificate. It failed because I didn't have plates or registration (but it passed the safety check and I had insurance doc on it). I took the "failed" cert to the "dmv" and they gave me plates and registration. Then I took plates, registration, insurance, etc back to safety check place and they gave me current safety sticker. Then the car was legal.

P.S. Amusing side note to this story is that I bought the car in Honolulu and had it transported to the BI. I contacted the BI police and asked how I could legally drive it from the barge to the safety check to the DMV and back to the safety check to make it legal. I was wondering if there was a temp registration I could buy etc. I was told it was impossible and that I would be cited if I was caught operating the vehicle. I did it anyway, but if you are in a similar predicament the only "legal" way to get an unregistered vehicle without plates made legal is to get it towed to a safety check place. If they will allow you to leave it there you can hitch a ride or get a cab to the DMV and back to the safety place.... then, and only then, will you be "legal". Don't forget: You will need your insurance certificate printed on that special Hawaii paper or else the safety check place and the "dmv" won't accept it, so you'll have to plan ahead days or weeks to get it mailed to you.

It passed safety and she's registered for the year. Covering all three years, it cost more to register it than I paid, but I'm content. It's just nice to have legal vehicle now.
