I do believe it was a state agency which is not unionized

I don't think he should be fired. I blame the outdated system more than anything. Anyone could have made that mistake. God knows I have pressed so many wrong buttons with the cash register at work. But none of them issued state wide missile alerts!

Just read in the paper he was not in the union. Therefore, your point is moot.
