Parents have that many kids because for every kid it’s another government check. And why would the government want to pay people not to have kids? That’s a huge block of voters to lose Bedsides, these are future voters who have been indoctrinated by academia in the wonders of the nanny state.

It is well documented that Hawaii's population has only increased due to far more births than deaths - far more to the point the growth still exceeds net migration out of the state. The people of Hawaii certainly enjoy procreating

It is definitely slowing down - and net migration out of the state is increasing.

From 2010 to 2016, we averaged 18,000-19,000 births annually and roughly 10,000-11,000 deaths.

2017 births slowed and it really slowed in 2020 with 15,445 births and 11,798 deaths.

This is actually an interesting idea. We currently pay people more when they have more children. And that just creates exponentially more problems. I’ve know people who not only have more children but then get them all on SS Disability to be a money maker. It’s pretty sad.

Conceptually I like the concept of paying for not having children rather than paying people to have more and more children.

Why would the government do that? So who gets paid to not have children and how much should they be paid to not have children? I think the government has no issue cutting checks to single mothers. The more children these single mothers have, the more happy the government is to write more checks. Dependency is good business for the rulers.

Again, why would the government care about our population growing? How does that benefit them for our population to not grow? So our rulers don’t want amnesty for a 11 million illegal aliens?
