I decided to decline Medicare part B because I will be enrolled in a PPO through my husband's job. I will still have Medicare part A. I have read some things online that indicate I will need to have my husband elect to have our insurance premium taken out AFTER tax because I am on Medicare part A. However his HR says that our benefits can still be taken out PRE tax because I am not on part B.

I called Medicare and asked. They were clueless. I even spoke to a supervisor at Medicare (the initial rep I spoke to was rude), and the manager didn't know either.

Does anyone know if our health ins premium will need to be taken out PRE or AFTER tax thru my husband's paycheck, if I am on Medicare part A?

Pretax - and don't worry about it. Unless you are audited to the extent IRS actually examines your husband's employer's method of determining pretax deductions (chance of that is zero), the issue will never come up. Pretax is fine.
