You have to enroll in a HSA plan that is qualified per IRS regulations and must be high deductible plan. Insurance companies or employers should tell you if your plan is an HSA qualified plan. You can ask your benefits person or call the insurance company.

I am sorry you do not have the money to pay your deductible. Unfortunately, with Obamacare and other plans the High Deductible plans are here to stay. You should be able to call a gastro dr. and find one that will let you pay a portion of your bill. When I went to my gastro dr. to have a procedure done they required me to pay 300.00 even though my deductible was 6500.00.

If you have an employer sponsored plan, they will have the application you need if your plan is eligible.
