There's been an effort to stop drunk driving for 50 years.
The only way I can think of is by using technology which adds costs and raises civil liberties questions.
I think the criminals have too many civil liberties, especially these damn gang bangers taking over Chicago. I took care of one at work yesterday that had been shot and paralized. He's not so tough any more. It's the same issue with these idiot texting and driving morons. How many innocent people have to die because of some self obsessed idiot that needs to be in touch every minute of the day? What's the difference between a drunk driver, some idiot with a gun, or a distracted cell phone user? Too many civil liberties in my opinion while the innocent suffer.
No quantity of wrecked cars in front of highschools can convince young drivers to not 'X'. [X = drinking, smoking, TXT'ing, make-up putting on, speeding, playing chicken, ...]
Some, a few, see the risk, and understand that life is not eternal and a tiny mistake can kill them.
Most folks need a near-death accident to shake them up, and get them to pay attention. Some of us need a few near-death accidents.
This is life.
It is horrible to see maimed or dead bodies, and to think that maybe it could have been prevented. I do not think it can be prevented.

Maybe an enlightened judge could give somebody a choice: three months in jail or six months without cell service.
I don't see how the police can do it when they've spotted a transgressor. Some of those license plates can be very hard to read too. It used to be that they would call it in to radio dispatch as they're driving. Maybe some departments still do, the further out and less money they have for state-of-the-art technology.
Even some of those fancy computers that they have in their cars, is that all operated by voice? Maybe some pull over and wait to do all that but I'm sure that there has to be a few using their computers and driving at the same time too. How do they do it?!?. Do they have to take some kind of multi-tasking tests?

The way I think of it is that drinking adds costs to non-drinkers by killing or maiming them. I don't see this as a civil liberties issue at all.
