The article left me seriously wondering what other "certain virus's", they mean. DNA vaccines, once they're into the cell nucleus, will change us at a cellular level., and the muscle cell will be forced to produce viral proteins, potentially for the rest of your life.

Free floating DNA (even encapsulated in polymer) will not automatically become part of a cell's DNA.

Viruses that are able to insert their DNA into a host's DNA and have it replicated have specific "insert sequences" that allow it to be inserted.

Sorry, its been a long time since I took cell-biology and went through all the various mechanisms of DNA replication/transcription .... so I don't remember the specific names. But there is more needed than just free floating DNA making it into a cell's nucleus.
