I've met about three or so people who's hands would quiver or shake every now and again (no these people were not the elderly). I couldn't tell if they were extremely nervous or very angry. Does anybody know what that is about? I don't think it is MS or Parkinson's.
It is just something I've noticed.

You mean during situations aside from public speaking? My hands shake a lot. They almost always shake when I'm speaking in front of an audience of more than two or three people, no matter how confident I feel. It's like my body has been doing it for so many years that nothing is going to convince it that it's unnecessary. Also, sometimes my hands shake during conversation if I'm nervous or unusually excited.
I have encountered some people whose hands shake more than mine, and it seems that they're all-around nervous people who tend to feel uncomfortable with social interactions in general. But that's just my take on it.
