Perhaps not the most exciting but I would go with Constantine I.
The first Christian Roman Emperor but, more importantly to me, he became Emperor whilst he was garrisoned in the (or should I say what would become) the English city of York.
Trajan for the West and Justinian for the East.
I also think that Theodoric the Great should be included. He was not "Emperor" but he should have been
LOL......i thought that you would have selected Emperor Vitellius (69 A.D.) the German Emperor who refused to have himself titled Ceasar but instead titled Germanicus .
My favorite has to be ''Mr Emperor'' and that is Hadrian (117-138 A.D.) who as emperor made the empire the largest in it's land size during it's entire history. Also he did what no other emperor did and that was travel and see his whole empire from Britain in the north to Mauretania (N.Africa) to the south over to Egypt to Judea to Iraq to Turkey and to his northern borders with Germania.
He always built new structures wherever he went so there's a good chance today that whatever Roman structure that still stands outside of Italy is an Hadrian structure as here's some examples of structures still standing today..... Hadrians Wall in Britain, Pantheon in Rome, Hadrians Gate in Turkey, The Temple of Zeus in Greece and also numerous aqueducts, roads and villas from Spain to Turkey etc.

I think Trajan expanded Roman territory to it's zenith and that Hadrian pulled back from Trajan's gains in Mesopotamia, his belief being they'd be more trouble to maintain than they were worth.
Emperor Julian. It would have been intersting if his reign had lasted longer.
My choice as well. Although honestly, based on what I saw, I think he would have screwed up pretty badly. That whole Persian expedition was a floundering mess. But he remains my historical folk hero, the only one of whom I actually have a little statue.
One very capable and decent man who never gets much attention due to the brevity of his reign is Pertinax. Just bad timing. Another is Titus, just bad luck healthwise.
