We still have military bases in our former enemies' countries because of the Cold War, North Korea's continuing danger, and as a method of rapid deployment and power projection if necessary. We have given up bases around the world, Subic Bay in the Phillippines comes immediately to mind and plans are underway to move off of Okinawa. The European bases have been down-sized, generally, in terms of manpower based aboard them.
You might ask why we have a base aboard Diego Garcia.

When one becomes a superpower, by default because of WW II, you don't have much of a choice. Isolationism was paid for at a high price 1939-1945.
Well, they might have chafed more under our rule, and rebelled. But we could probably have quickly quashed any such rebellion mercilessly.
Simple facts are that we've gotten involved in foreign wars far more often than necessary.
