This was probably Stalin's most brilliant act during WWII. Had Hitler been assassinated Paulus and the 6th Army would have escaped capture and the battle for Stalingrad might not have changed the course of the war.
The referenced attempts were in 1943 and 1944. Obviously, the 1944 attempt could not have saved the 6th Army, and since it was all over by February 2, and the 6th Army hopelessly lost well before that, the 1943 attempt would almost certainly have been too late to matter regarding the 6th Army.
Who knows what Stalin really thonght . He trusted no one;even his own people. Musdered them by the thousands especailly anyone he thought was a danger.
Actually the story at the Air War College is that both the British and the Russians realized that Hitler was more a benefit than a danger. He made so many bad mistakes in war planning and tactics that it actually helped the Allies. For example, unable to defeat England, Hitler goes and attacks the USSR. Hitler and his general staff agreed that they could not win a two front war because they lost World War One. Yet Hitler goes and turns it into a two front war. Another example, The USA declared war on Japan after Pearl Harbor. So Hitler, not content with being at war with England and Russia, goes and declares war on the USA too. The USA was more than happy to respond and Hitler had three major powers fighting him. A third example, Hitler kept changing the goal for the jet plane designers. First he wanted bombers, then he wanted fighters, then he wanted bombers, then he wanted fighters. He put the program back 1-2 years with his flip flops, which was good for the Allies. Last example, Germany had the best chemical weapons available, even better than what the Allies had. His generals wanted to use them, Hitler refused.
Hitler was GOOD for the Allies, which is why his own Generals tried to kill him. He was screwing up the war for Germany. And he certainly was not going to surrender.
