As far as our first floor powder room ... we have two towel rings - one on either side of the sink.
Only hand towels, as there is no reason to have a larger towel in a powder room.
Our upstairs 2nd full bath (not the master) did come with a towel bar above the toilet. (Towel bar above the toilet, towel bar across from toilet). As the toilet is directly next to the shower/tub combo ... there's some logic in this.
We only ever have towels on the bar across from the toilet. I've been thinking of taking the bar above the toilet down, and putting up a wall cabinet, or piece of art. But at the moment, I just dust and ignore it.
I understand the "show towel" completely. I have one in my kitchen. It's on the hand towel stand that has two rings to hang the towels. One ring I hang my decorative hand towel for display and on the other ring I hang the hand towel I use. When the hand towel I use is not in use, I just flip the stand around to show the decorative hand towel which I change depending on the season or holiday. Nothing wrong with that. My husband knows and so do my friends when they come over.
As for the bathroom, I'm currently planning on ripping out the towel bar in my guest bathroom Which is a half bath powder room. I don't see a need for a towel bar when it's meant for bath towels and there's no bathtub. I want to replace it with a towel ring near the sink instead. This will prevent clutter and keep that one wall clear. Above my toilet I just have floating shelves with matching decor pieces and even one to be used by my guests: a bottle of Poopouri, lol. Trust me, it comes in very handy and inquisitive guests will appreciate it. Disposable hand towels are excellent to prevent the spread of germs guest after guest. That is, unless you plan on switching out your hand towels after each bathroom use or do laundry while entertaining your guests.
So, if you display a towel just for show in the guest bathroom, maybe informing your guests to use the disposable hand towels you've made available to be used and tossed after use would help. I don't think it would be rude to tell them kindly. I inform my guests that my home is a shoe-free home so I kindly ask them to remove their shoes or use the shoe cover booties I provide at the front door. If they respect you and your home they'll understand.

Seems to me a towel ring would not allow the towel to dry out well. To prevent spray from the toilet being flushed, the toilet seat should be closed completely. Keep in mind often your tooth brush is on the sink next to the toilet as well as cosmetics. That's my two cents worth.

As I think I said already, but not sure, there is nothing worse than using a powder room at a party, with one soggy hand towel on the measly round towel ring. I want a bar, with plenty of room for several towels.
Is over the toilet the only place you have for a towel bar? Or are you just talking about an additional towel bar for decorative purposes?
I wouldn't like a bar over the toilet. Just think of what little particles spray up out of the toilet when you flush.

I lean my head against the towel bar above the toilet. I need that with several towels on it. YMMV.
A towel ring does not display the decorative towel well, it is all wadded up.
Put the lid down before you flush. All good sanitarians recommend that.
hate hate hate towel rings..... the towels are always nasty wet, never dry....yuck!!! towel rack is the way to go. be creative - find smaller racks - or do what a friend does whenever she has people over - buys a box of the Kleenex towels in the stand up box and puts those out. Yes, wasting paper, but you don't have nasty wet towels hanging in your bathroom.
If you don't need a bath towel in the bath, then IMO, you don't need a towel bar, unless you want to hang multiple hand towels. I like a towel ring hanging close to the sink, to accommodate a hand towel. Install the best functional choice. If you need a bath towel or multiple hand towels, install a ring near the sink, if practical, and a bar for the larger or mutliple towels.
Some bathrooms I have both, some bars only , but no towel goes over the toilet.
I like a nice bathroom , I put towel sets out, and arrange them to look good. Still a towel is a towel , not a work of art. I expect them to get used.
