I've researched this like crazy, but am striking out.

I need 3 or 4 barstools where the seat height moves from around 17" to 22", from a standard dining table to kitchen counter height.

Many will adjust from counter to bar height, but that's not what I need.

Any leads to companies that sell or manufacture something with those seat-height specifications?

I hope you find some, because I am looking for the same thing. I have looked and looked and all I find are counter/bar height.

Sadly, most of them look like a office/lab stools.
Try piano chairs/stools.

Maybe you could just put some casters on your dining table, and that would make counter stools work with it?

Thanks to all the above posters for your tips. Apparently it's as hard to find as I thought it was! At least I know my own research was adequate, and I didn't miss much.

I'll look further into these new options you've suggested. Piano or lab stools is a clever idea, since we don't mind if it looks a-typical for a kitchen/dining/living "great room". Apartments in NYC are very small, and we have a jumbo-sized room that serves all 3 purposes.

The Houzz options photographed here came closest, and I'll look hard at those.

Since I live in Brooklyn,NYC it's not so easy to find Amish craftsmen, although we have plenty of hipster artisans with new sets of tools. My New Hampshire relatives might have some connections to solid Amish craftsmen around Canterbury NH; I can ask.

The idea of raising the dining room table height is clever, but I was hoping to have a choice of two different table heights in the room, for reasons of age of relatives.

Many thanks for taking the time to reply. At least I know I wasn't missing something.

If I strike out, we'll just buy 3-4 counter height stools that don't adjust. AND buy 8 stackable dining height chairs, keeping 2 or 3 out all the time, and storing the rest just to bring out for company.
