I've seen that - I believe it's an alum. material over and insulation-type material. All light fixtures have something that tells you the max. wattage (and how long are you leaving the light on?).
It's an insulating/reflective pad to help reduce heat buildup above the fixture.
The heat from one or two 60w bulbs is not going to affect it at all. It's basically non-flammable material(s).
