Because some covenants are very specific or very general in scope. When it says "no a/c window units"- period; that usually means NO. Then there are those that say "not visible from the street"- and that certainly leaves a "window" of opportunity (pun intended!).

Why not try a ductless air conditioner, it would keep your room cool, and would be alot quieter if you kept the widows closed.

Can't have window-AC, wow, that would be a deal-breaker for me. I do not like central-AC, it can get smelly just a couple of weeks after cleaning.

I think plate-glass windows do a very good job of noise-reduction.....not cheap though.
