You most likely have a flapper that is leaking. It is an easy fix. Check to see how the chain is, making sure it is not too long and falling into the flapper hole, thus keeping the flapper from closing. If it is only coming on for a second, I doubt it is that.
Replace the flapper, making sure it creates a good seal when closed.
If the chain was too long it wouldn't flush the toilet since the amount of chain length is short comapred to the distance it has to reach the outside handle. Thus it wouldn't be long enough to get caught down in the flapper and still operate the outside flush handle.
I agree with you there may be a uneven seal on the "flapper", or the water could filling up past the full line ever so slightly and falling over the tube and the water is then replaced.
John; Check your water level that turns off the inflow of water to the tank. There is a maximum line on the rear of the tank. Make certain you water is not over that line or just below it. Ideally it should be level with that line. Otherwise your tank will fill, and if the water level is higher than the line, the shut off valve will activate when you lose some water over the tube and the water will automatically turn on again and the cycle will repeat itself.
Your tank can be lower than the line by a bit, and if that is the case, it is most certainly a leak at the bottom of the rubber seal that opens to drain the water out of the tank on each flush.
So check the seal at the bottom of the "flapper" and also make certain that water level is equal to the full line on the back of the inside of the tank. Good luck.
The little tube that sends water down the overflow tube during a flush might be pushed down the overflow tube too much. What happens is that the little tube act as a siphon, draining water from the tank. The float drops just enough to cause the tank to fill again. Just pull the little tube up so it's above the water level in the tank.
