Is it possible to effectively paint those aluminum panels that form the base below the windows and the ceiling? It has a textured shiny finish and want to paint it a different color to coordinate better with the wall side of the room, which is drywall over the former exterior of the house.
Yes. Use a bonding primer like XIM or Sherwin Williams DTM first, then paint it with any decent water-based paint. If you don't prime it properly the paint won't adhere; it will scratch off very easily.
Your other option is to use two coats of oil-based paint, no primer needed. But that is more of a hassle to use.
You can buy paint made for aliminum at Home Depot or Lowes. Just ask at the paint counter. They can tell you exactly what to do.
I wouldn't trust the advice from a HD or Lowes associate for much.
