I have encountered a fair number of situations where it is
both too expensive to do repairs relative to the value of the house AND the amount of build-able land is
TOO SMALL to make any sort of reconstruction feasible. Sometimes the topography and relative access are just so bad you can't even plop down manufactured housing / prefab stuff. Zoning generally prohibits folks from "permanently parking" an RV and living out of it full time in many areas, so the land becuase unusable...
Extremely slopes and water runoff issues are serious problems in many areas and can wash away a family's dreams.
