If it is on your side of the meter, you can do as you please. Some jurisidications will requrie a permit and/or an inspection of the completed work. maybe some places will make you do a whole system pressure test, but I have neer found this.

The gas company will bring out a "sniffer" after you are done and tell you if there are any leaks. More certain than soap. It is free (or was last time we did it).
