A piece of my shutter fell off and i just got a violation for it.. If i get a ladder..how do i walk on the tiles? wont they break?

Put the ladder along the house where the shutter goes, then attach it.

Personally, I'd hire someone to do that.

Personally, I'd move somewhere that wouldn't get a violation for nonsense like this.

Meh... no biggie.
The HOAs around here do not write a violation letter until the homeowner is 30days past fixing it.... plenty of time to fix before getting that letter (which gives you another 30 days).
60 days to rehang a shutter is reasonable.
