When the window blind slats are stuck ..... (blinds, cleaning, repair)

I'm searching for how-to on this but haven't found anything yet. There's lots on raising and lowering but not slat adjustment.
Blinds came with my new home and apparently none of the wide horizontal slats have ever been flipped into the position that lets me see outside while not letting outside see in. I won't be yanking on the cords so looking for a way to make them move easily.
This is my first with fussy blinds. Any help offered is appreciated.
I assume from what you said that the cords aren't pulling easily? Do they even seem to start the opening process?
If so, check the rollers at the top that the cords operate on to see if they need an oiling or cleaning from dust and dirt

Yes, not pulling easily. They will open as far as being level and move back down to close. But somehow gunked up to prevent them from flipping upward in the position I prefer. I think I'll get the ladder and spray in there with WD-40.

Try "Venetian blind", "blind tilt repair", or any combination of "Venetian", "blind", and "tilt"; you should find what you need to repair. Or worse case- know you'll need to replace.

Make sure the blinds are made to flip both ways. Sometimes the less expensive blinds only flip open and flat, not up.
Check that they will move where you want them to go.
