Why are so many yard fences ugly and gray? I've seen this in different parts of the country. Do HOAs require home owners to buy fences from the same company that mass produce these ugly fences?
I am particularly fond of the ratty chainlink fences that embellish lower income properties.
on a side note: I hate the sound walls that are all over Southern California. In older sub divisions, most are falling apart or have been so "handy-manned" with property owner add-ons that they are eye sores.

There are more attractive designs than dog ear style in that picture.
I think wood fences look much better stained or painted.

What I find odd is that some can have really nice gardens and yet have those gray fences. And they are really common I find. Could it be that the HOAs demand the homeowners to build those untreated fences?

I don't think it is a matter of HOAs demanding untreated fences. I think it's a matter of the fences being treated at one time, but lacking maintenance over the years. Eventually, weather is going to take a toll on any wood or coating put on the wood.
Wood weathers to a grey. Cedar shakes become a grey with age and there are many homes that have that look intentionally. Simply put, grey isn't ugly. Your perception is that it is ugly.
