Yes, assuming there was a warranty on the materials and work. We got a new roof last year and there were leaks around the chimney during the first big rain storm...I sent a picture of the water coming in to the roofer and they had a guy out within hours. Turned out some of the flashing around the chimney had torn during installation. They fixed that and told me to send them the bill for fixing any damage inside.
Yes they are and all of the above poster are correct however, if you used a fly by night roofing company then warranty or not, their not going to do anything.
Its always best to use a licensed and insured contractor and you check their documents and make calls to verify before you sign anything.
