They sell PVC vinyl cement in a tube. You could probably build up the material on both sides of the hole until you get it even with the rest of the board.

My house backs up to a wooded area that was accessible several blocks away via a farm road. The trees are dense enough that it is easy to miss that there are houses beyond the trees. One day not too long ago, some morons who didn't due enough due diligence decided to do some target shooting. They ended up putting two bullets through my bedroom window. My kids found another bullet out by the patio, but I wasn't sure how it got there. I noticed the broken picket the other day and on closer inspection realized that was the path of the third bullet.
If you don't want to replace the panel right now and are looking for an inexpensive fix, white duct tape should cover the hole.
I can't replace the panel, as they have changed their construction method. My pickets are attached to the side of the rail. The ones they sell now go through the rail, which would mean replacing all of the panels.
