Stair: How much does it cost to sand and refinish per step for solid hardwood? (refinishing, convert)

If you haven't pulled back the carpet to see what you have, it's possible that what you have cannot be refinished to make decent stairs.
I recently converted my carpet covered stairs to hardwood.
After removing the carpet, I saw that sanding and refinishing was not an option.
The steps were pine 2x10's that were not cut evenly, so there were large and random gaps between the steps and wall, and the risers were particle board.
On the other hand, there might be pristine hardwood treads and risers under the carpet. Don't you think you should check before you go any farther?
