I am in the south. The deck is around 4 years old. Not sure what kind of wood it is. Still not sure if it's covered by stain or paint. But I bought a paint sprayer. And olympic deck cleaner. I will attempt to try this myself. If it is stain, can I paint over it?

Well, there ya go. Is your deck on the north side? His deck is soft green...not just in color but in feel of the mossy stuff here and there. I joke that when we go there I feel like I'm in the mossy home of ...those little people that live in the olden day woods. Forget what they're called. He should clean it more often. Don't know how to get it more air. It would help if he took down a few trees but he like the woods.

Yes, you can paint over a previously stained deck after the proper cleaning process and using an oil primer on the wood.

A 4yo deck in that condition (well, as you described it)- would have nothing on it! Even in the north.
I'll make this statement; you take it however you want. If you "paint" a PT deck you will be re-painting it every year. There are primers that are specially formulated for PT wood- but they are not perfected.
Stain/sealers are the better alternative- but their performance is directly related to the prep-work you put into it.

Do not paint.
Do not spray. Use a brush. Two coats.
Use oil-based stain and spend the money for a good one.
This is a 23-year-old deck. Redwood + cleaning and oil-based stain every few years.

I've confirmed it is paint that is currently there. I've bought olympic deck cleaner. I also bought a 2 gallon sprayer. I've started cleaning and see that it works on most spots /stains.but I'm not able to easily remove every spot.
My question is this - how clean does the surface need to be before painting over it? I will be painting with a slightly darker color. I'm more concerned about maintenance /durability than appearance although I don't want it to look hideous.
You'll never get it clean enough. Clean it the best you can. Sand and feather edge any remaining paint. Then enjoy your deck for a year- maybe two- then replace it and start a regiment that will guarantee a trouble free annual maintenance.
