With a few considerations Bilco/bulkhead doors are considered a means of egress.
What you're asking is impossible to answer because you haven't stated what kind of topo you're dealing with. In other words, how much digging- dirt removal???
The hardest part of that kind of entry is the drain! It's gotta go somewhere- tying it into the perimeter drain is a possibility, but how is it setup? Does it go a sump or to open ground.
The digging is just a few hours with a backhoe- but is there a place for the dirt? Forming will be labor intensive; probably two days worth. Walls will most likely require rebar- AHJ's have their nuances when it comes to height (you'll most likely have to have an engineer draw plans for submittal).
Then there's the issue of space and building line limitations- you'll need about 20-24' in total length. If it's going toward a building line- you'll need to stay within the backset line(s). If that can't happen, there is the possibility of a variance through a hearing (and permission from the neighbor you're encroaching on).
Then there's the incidentals like waterproofing the walls, railing barrier and handrail- if you do like in your picture (wrought iron look) that will cost a purdy-penny! There has to be a light- landings at both top and bottom of stairs- and if I remember correctly the door(s) have to swing out (so the bottom landing has to be deep enough to allow the door(s) to swing at least 90*. And since the door(s) swing out they'll cost abit more for the anti-tamper hinges. Incidental landscaping/repair.
And let's not forget the building permit that will be required-
To the heart of the question... Cost? The best answer is to contact GCs and get quotes. Every part of the country will vary in price. Your part of PA is probably on the higher end of the spectrum.
