Is this possible? It's a nice arched picture window, but I would like for it to be able to open.

Probably easier and cheaper to get a custom window made than to retrofit one that’s not able to be opened.

Yes, for a price!

I've had multiple windows replaced in my house- we knew going in that some of the double-paned windows had condensation between the panes and would need replacement. It was always possible to select types that opened or types that didn't. The ones that didn't open, of course, were cheaper.

You might want to have the new windows configured with a divider between the arched part at the top and the rectangular part at the bottom. The arched segment could be one that doesn't open and the rectangular segment could open.

The cost and functionality would be prohibitive as well as finding someone willing to do this and guarantee it would be water tight.

The better alternative would be to replace the entire unit for a variety of reasons and there are a bunch of good manufacturers that produce “Bow” windows that might easily accommodate your specific opening dimensions.
