Thank you. It wouldn't let me Edit my post, but what I meant to ask was, if Amazon ships it to the person, they never open the box, but slap a mailing label right on it that goes to me... do they also pay for shipping again, to go to me?
Would a plumbing store take out the water restrictor for me. or is that illegal for them to do?
I think my next step is to watch the YouTube videos of how to take the water restrictor out and buy the one that looks the easiest to remove. (Someone here suggested this, thank you).
Otherwise, I don't know what else to do. You guys in other states are lucky to have good shower heads. Enjoy your shower!!!
I doubt they can take it out, officially. You can try their recommended products and return if they don’t suit your needs.

It’s funny that California has such restrictive water flow (sinks and showers) and yet allows for so many private swimming pools, hot tubs, water parks, and allows the wealthy celebrities to excessively water their lawns (while cracking down hard on the less wealthy home owners).
My husband modifies something inside the shower head so the water flows freely.
I don't know if I live in a water saver state, but seems like you can't buy ANYTHING that has enough water flow anymore. I miss toilets that actually gave you enough water to flush. I hate the new high efficiency washers. They use less water and don't let you have HOT water. I always washed clothes in hot water to kill bacteria but they changed it so when it's set on hot the water is only warm. I have to manually shut off the cold water to get hot water to wash clothes. And I wish we had kept our old Maytag dishwasher. It got dishes sparkling clean. Our new use-less-water dishwasher doesn't work as well and leaves spots on everything.
And those appliances worked right and lasted for 15 or 20 years. Not anymore.
The hot water out of your water heater isn't hot enough to kill bacteria, that's a fallacy. Our Samsung, when set to hot uses only hot water. Old washing machines used way more water than necessary. For the dishwasher, using less water isn't the cause of your spots. Do you use jet dry? That stops spots. Or, get a water softener.

Your friend will have to pay the shipping from them to you.
You forgot the low flow toilets they made us put in (at least in rentals).
We had way above average rainfall last year, yet we are always in a "drought".
I’m sure they have many more water restrictions than this. And yet how many outdoor swimming pools and hot tubs are being built and continue to exist in water restricted California?

I never bothered with those bottles for the toilet tank. I just manually adjusted the float. If I don’t get a full flush then I went too far and adjust in the opposite direction. There are toilets and flush valve kits for a “yellow” flush which is a much lower water volume flush. I don’t bother with such things as my wife and I use very little water.
Double secret insider secret: that used to be true when makers just stuck the restrictor in there and called it a water-saver. Most (good ones) are now designed as low-flow, and if you remove the restrictor or drill out the passage, the patterns don't work right any more. Sometimes you can't change the pattern without shutting off the water.
The first conversion units worked poorly, for the most part. The ones redesigned for low-flow work a lot better but, like knocking out your cats on a car, can't just magically be upflowed.
So then don't buy a "good" one. Clearly they're not good in the sense that they even work for what OP needs. Go to TJ Maxx and buy an $8 clearance shower head where you can remove the plug.
Bought a $14.99 "rain" shower head this way. Now, I had a standard angled shower head pipe so I needed more pressure than it takes to fall gracefully from directly above. I removed the restricting insert and now i have SO MUCH WATER I can shower in the 10 minutes I now have vs. the 30 mins of hot water I had before.

Since the majority of what Amazon ships is delivered by them or their contractors, a second amount of postage would have to be paid and the item would have to be shipped by USPS or other carrier.
