I'm thinking the OP may have started this mess, mentioning the neighbors SUV has out of date tags leads me to believe he pay's a little too close attention to his neighbor, he is most likely one of those neighbors that makes passive aggressive comments if your yard is not up to "better homes & Gardens" standards or if you have a parts car in the back yard or a project car in the driveway you wrench on during the weekend that should be street worthy by the time you retire(used to be a normal hobby).
Could write a book about my crazy neighbors. One has a 20+ year old junk yard going on and he thinks I am turning him in. (I could less what any of them do.) So when a small safe was taken from our local medical office he said I put it in our septic tank. They paid him to put sand in our leech lines to plug it up so we would have to get it pumped out. Much to their dismay after the septic company pumped it out 18 years earlier I used concrete to seal up the lid on the tank. While trying to get the lines cleared out I kept finding black sand. Large amounts of it were in the distribution box and the two lines that run off of it. I did have to call them out and the septic guys were real nervous, were asking about sealing the lid and realized it was an older job. They pumped it out and put cameras down in the tank and in the lines. I know this story sounds weird but about a week later I was telling another guy who lives in town and he told me what they did and that I needed to put the garden hose in the lines to flush them out. I did that and they have been ok since. There is a lot more to what has gone on around here that makes no sense so when someone tells me an unusual story I have more of an open mind then I used to. This guys neighbor might be doing things to him knowing if he talks about it makes him look bad. Best thing to do is ignore him and not let him get to you. When they see you are not buying into the gaslight games they will find another victim.
Pouring gasoline down the drain, in the sewer, in water or in the ground creates a fire risk and contaminates the soil and groundwater. If you could prove it (install a camera??), expect him to pay a fine or even face criminal charges for dumping gasoline.
The neighbor from hell, may not be the person next door...
