I have a separate meter for my sprinkler system (to avoid sewage charges, which are more than water) and I turn the water off at the meter every winter. It's simple to do on mine even with pliers, but I have a meter key I got from Home Depot.

I just use an adjustable-wrench on the street water-meter cover.

And nope, I am not going to call when I need my water shut-off from the street, I do it myself.
