But this isn't a fire alarm, it's a smoke detector

Call the local fire department. They can do a curtesy fire detector test. It could be batteries, it could be cooking, it could be anything but let your local fire department (not 911 look up the telephone number) and let them know that this apartment has had the smoke alarm going off frequently.

Ah, the joys of shared living space.

While I can sympathize OP, if the neighbors are smokers (cigarettes or legal pot) and smoking is permitted, don't know what you expect. Triggering a smoke alarm or giving you funny looks probably doesn't violate the terms of their lease. If I was too afraid to talk to the actual neighbor, I would start keeping a record (time, frequency, duration) of each incident as well as any other evidence of smoke (odors, etc). The first report I would make would be to the apartment manager. The smoke detector is most likely required equipment supplied by the property owners. They need to be made aware of possibly malfunctioning safety equipment. I would also keep documentation of the report(s). If the on site manager doesn't take any action I'd go over their heads to the property owner. This sounds more like a tenant-tenant issue over nuisance noise, not a true safety hazard. It could be worse. Those tenants could have removed or disabled the required detector(s) completely. That probably would violate their lease!

I went in my balcony and one of the guy from that apartment was standing outside his apartment, talking/laughing over the phone with someone and was not worried about the sound at all.
She also didn't mention smoking weed.....

Where that came from??

That was/is my guess as to what was going on. If you've read all the posts in the thread, you'll see that several people posted to say that they agree with me. But don't feel that you MUST agree with me. You're free to have a different opinion if you wish. I won't think any less of you for doing so.
