Why not use an insect bomb or defogger? The name sounds scary but it’s simply an aerosol you set off in your rooms that has an active ingredient that is toxic to things like fleas and so forth. The toxin is derived from plants that evolved to fight off bugs that destroyed them. You must stay out for several hours but it’s doable.
However I’m not sure if it kills the eggs. You might need a repeat a few days later but that should take care of it. Look up bed bug fogger and see what you find including instructions for use. Good luck.
Regular bug bombs won't kill bed bugs. I'm a mostly DIY person but for bed bugs I'd pay a professional.
The real issue in the OPs case is that you can't control what your neighbors are doing. In college I lived in an apartment building full of roaches. We'd try to keep things clean and set traps and all the other things that you do to control roaches but we never could eradicate them. The management would periodically have the building fumigated and one of the pest control guys stated that some of our neighbors had way more roaches than we did.
No heat treatment is needed the bug guy is coming out this week to spray and advised to throw all clothes in the dryer and then bag them before he shows up.
