Nonsense! Like I said I've worked on a lot of trail projects, on the Appalachian Trail, on Helena trails... Simple hand tools and you can beat those rocks. I handmaul and a rock chisel formed that flat faced rock for a trail step!
I believe Threerun. If people carved massive stone statues by hand hundreds of years ago, then it can be done the same way today. May depend on the type of rock, though. Some chip and flake more easily than others.
