add Central Air to a Central Heat townhouse or condo? (heating, insulated)

Can you add Central Air to a Central Heat townhouse or condo? Is it up to the HOA to decide? I am havent seen much places do it. Do you they usually not allow it?
As long as the cooling load is less than the heating load it should not be a problem. I would make sure it (the duct system) does not leak and all areas where it will be below the dew point will be insulated. You will also need to be able to run copper lines and also have a place for the outside condensing unit to be placed.
