Should I attempt to repaint these walls or should I hire a painter? The walls are the opposite of smooth

Some of that looks like drywall taping problems. You might need a good drywall person to do repairs first. You can paint it yourself afterward.

Thanks.

At first we thought the owners had painted over wall paper because of visible seams but the home inspector said it's sloppy dry wall work. The house is over 50 years old. I was wondering if I could sand paper the seams out?

Not in my experience, which is admittedly small. Looks like you will have to retape and float before proceeding. I'm pretty much in the same boat right now...just one of many projects. Maybe someone with more experience will chime in and give some good advice.

I don't even know. I'm clueless. When we go back tomorrow I'll check out the wall where the sellers cut holes for their tv mount.
