I read somewhere that Houston has a new outer loop freeway in the works. Does anyone know the particulars about this project? Thanks in advance.

There are plans for a new, larger loop that will surround Houston. You can read all about it, in great detail, here:

With the way gas prices are going, I'm not sure if more people will want to continue moving into the exurbs of the city. This might not be as useful as people think. But who knows. It does connect through some populated areas, but it also cuts through a lot of empty space.

Ya, it's a big loop with bridges that cuts through New Orleans, goes down to Cozumel, back up through Laredo, north to Corsicana and back down through Lafayette. Make sure you have an EZTag, however, as each toll booth is $199.99.
