In a way is true that you don't have to be from that country (whichever) to be good cooking their food.

but yes, it matters
Imagine going to a mexican restaurant and then the music inside the restaurant is country music.
Same thing
food tastes the same, but the experience is not the same.

Hunan Plus is a favorite (or at least it was back in my time) of the Strake Jesuit lunch crowd. The lunch special is like $4 including soup and tea and it's a giant plate of food. At lunch time that place was always 90% rowdy white boys and 10% Asian.

My wife and I went to Mala Sichuan Bstro over the weekend and it was very good. Other favorites in the area are Banana Leaf (Malaysian) and Lai Lai Dumpling house. Most of the patrons of all of these are Asian, but the serving staff speak English and the menus are translated so it's not a problem. Some places take credit cards and some don't so always bring cash to be safe.

Star Snow Ice is another favorite from my days at Strake and they're still going strong. They do great blended fruit drinks with tapioca.
