We are trying to find the best concrete mix that can be used to fix foundation cracks that happened due to water damage or settlement. I hope there's something that would provide best water resistance.

The type, position, size, and location of cracks in the slab should be considered when choosing a repair method. For most cracks I would recommend instead of a concrete or mortar mix to use an epoxy injection method and material. Concrete/mortar type patches do not typically provide the strength of an epoxy injection material. Also epoxy injection as indicated by its name is intended to penetrate deeply into the crack to not only seal the crack but also bond the two sides of the crack back together. There are various manufacturer's of epoxy injection materials from easy to use to more specialized and more work intensive. Simpson Strong-Tie is one of, if not the major leader in various construction materials. Their materials are used on everything from homes to commercial structures.

The epoxy injection method is intended to be correct and long term patching method for crack repairs especially in structural applications.
