lower student-teacher ratio doesn't guarantee a better education

A good teacher with 30 students will do a better job than a bad teacher with 5 students

While it is true that a good teacher can do a decent job with more students in a class, at the elementary level, it is true that all kids get a better education with 17 or less students in a class.
